Drivers of diesel cars could soon have to pay a so-called "toxin tax" for doing so.The Sunday Times reported at the weekend that Environment Secretary Andrea Leadsom will unveil the plans later this week in a bid to tackle the growing problem of air pollution in the UK's worst offending cities.
